What is the RCPD?

The Regional Conference on Population and Development in Latin America and the Caribbean (RCPD) is a subsidiary body of the Economic Commission for Latin America and the Caribbean (ECLAC) for the follow-up and review of population and development issues, such as international migration, indigenous peoples and Afro-descendant populations, population aging, and sexual and reproductive health, among others. It holds its meetings every two years and its Board of Directors meets at least once between regular sessions. 

The Plurinational State of Bolivia currently chairs the Presiding Officers, with Argentina, Chile, Cuba, Honduras, Jamaica, Mexico, Panama, Peru, Santa Lucia, Suriname, Uruguay, and the Bolivarian Republic of Venezuela serving as vice-chairs.

What is the significance of the fifth session of the Regional Conference on Population and Development of Latin America and the Caribbean?

At this meeting, ECLAC will present a document entitled Population, Development and Rights in Latin America and the Caribbean, which constitutes the second regional report on the implementation of the Montevideo Consensus and analyzes progress on the implementation of the agreement’s priority measures, ten years since its adoption.

What will the session program look like?

The session will feature two thematic panels on experiences and the challenges to implementing the Montevideo Consensus, 30 years after the adoption of the Programme of Action of the International Conference on Population and Development (ICPD).

The panels will analyze progress and challenges about ensuring that persons with disabilities can fully exercise their rights, within the framework of the population and development agenda.

What is the Montevideo Consensus on Population and Development?

The Montevideo Consensus is the most important intergovernmental agreement on population and development ever signed in the region and has become a fundamental part of the review process of the Programme of Action of the International Conference on Population and Development (ICPD) and its follow-up beyond 2014.

The Montevideo Consensus on Population and Development was adopted at the First Session of the Regional Conference on Population and Development, held in Montevideo from 12-15 August 2013.
